Energy Efficiency Project

This effort will improve Delta's aging parking lots while also incorporating solar energy production. The proposed 3-megawatt solar system is anticipated to yield annual savings of approximately $600,000 to $700,000 each year for the College!

This project will also address the deterioration of asphalt surfaces across the campus. Each parking lot will undergo a comprehensive evaluation based on its condition and utilization to ascertain whether a complete replacement is necessary or if a top coat sealant along with restriping would suffice. Ultimately, we plan to remove and replace about 1.5 million square feet of parking lot surfaces, an area the size of 26 football fields.

This project also includes enhancements to the College's Heating, Ventilation, and Air Conditioning system, including the central plant system and older buildings constructed in the 1970s. This work will include the installation of internal wall piping, new air handling units, the replacement of basement fans, and the incorporation of additional components aimed at improving system efficiency.

  • A comprehensive evaluation of the entire HVAC system, including the underground main piping, will be conducted during the design phase.

About 'Design-Build'

Design-Build, also known as "Progressive Design-Build" (PBD), is a two-phase delivery method where owners select a design-builder based on qualifications, not just price, to collaboratively define, design, and price a project, establishing a guaranteed maximum price. This approach reduces risk, encourages innovation, allows for early construction work packages, and enables higher owner control over the final design!

After several qualified firms submitted proposals through a Request for Qualifications (RFQ), a selection committee undertook a comprehensive evaluation and assessment of those submissions. As a result, two qualified firms were identified to proceed to the Request for Proposals (RFP) stage. Following the completion of criteria documents, the RFPs were distributed on Jan. 26, 2026.

The Board of Trustees identified the Mountain House permanent building as a priority for the first phase of Measure K implementation. We are excited to deliver on this long-held promise to the south county!

Next Steps

A design-build entity is expected to be approved by the Board of Trustees in early March, with design commencing the week of March 16.
