was held on Tuesday, November 9, 2004, at 5:45 p.m. Closed Session and 6:30 p.m. Public Meeting,
in the Board Room, Administration 103, 5151 Pacific Ave., Stockton, California.

The Board meeting was called to order at 5:45 p.m. by Board
President Anthony E. Bugarin.

Trustee Parises moved and seconded by Trustee Rivera to
recess to Closed Session to discuss matters pursuant to
Government Code Section 54957 and 54957.6. Vote: 5/0;
motion carried.

Communications
1.Public Comments.
CSEA Board of Director's Member Allan Clark, CSEA President
Pat Putman, CSEA Classified Staff, CTA President Joe
Gonzales and faculty members addressed the Board regarding
the CSEA contract. The concerns addressed were related to
the failure to negotiate the CSEA contract, the need to provide
a fair and equitable contract, the human element/value of the
classified staff, the culture of the organization, insufficient
maintenance/custodial workers, and classified wages that are
below the mean of the state.
