The regular meeting of the Board of Trustees of the San Joaquin Delta Community College District
was held on Tuesday, August 17, 2004, at 5:00 p.m. Closed Session and 6:30 p.m. Public Meeting, in
the Board Room, Administration 103, 5151 Pacific Ave., Stockton, California.

Called to Order
The Board meeting was called to order at 5:00 p.m. by Board
President Anthony E. Bugarin.

There were no comments from the public.
Recess to Closed Session
Trustee Burke moved and seconded by Trustee Rivera to
recess to Closed Session to discuss matters pursuant to
Government Code Section 54957 and 54957.6 Vote: 5/0;
motion carried.

Trustee Serna arrived at the beginning of the public session.
On voice vote, Board President Bugarin reconvened the
meeting at 6:30 p.m. with the following to report:
The Board of Trustees voted unanimously (5/0) to approve the
extension of Dr. Raúl Rodríguez' contract for an additional
year, expiring June 30, 2008.

Communications
1.Public Comments
Dan Schroeder, President of the Greater Stockton Chamber of
Commerce, addressed the Board regarding the Project Labor
Agreement (PLA). Mr. Schroeder suggested that the PLA
issue be referred to the Citizens' Oversight Committee for
review and recommendation. This will allow the Oversight
Committee to provide the Board with an analysis of any
possible fiscal impact the PLA may have on projects to be
completed.
