The San Joaquin Delta College Office of Planning, Research, and Regional Education coordinates a variety of planning, research, and regional/distance education activities in support of the College mission, vision, strategic goals, and objectives. In addition, the Dean of Planning, Research and Regional Education is responsible for planning and programming for the College.

The College's strategic and long-range planning activities are guided by the principles of Appreciative Inquiry and the Accrediting Commission for Community and Junior Colleges/Western Association of Schools and Colleges (WASC). The Office of Planning, Research and Regional Education leads activities that include comprehensive College and community involvement in the development, implementation, monitoring, assessment of annual and long-rangeplans that integrate human resources, facilities, and technology/equipment needs in a financial plan.

The College's research function is guided by the Instructional and Academic Research Committee and the principles of quality institutional research as outlined by the Research and Planning (RP) Group, the California Association of Institutional Research (CAIR), and the Association of Institutional Research (AIR). The Dean coordinates the College-wide research function including annual and ongoing research projects, required reporting to state and federal agencies, and the development of research tools and training for College faculty and staff.

The Office of Planning, Research, and Regional Education seeks to provide quality educational experiences to communities in the District and those at a distance from the Stockton Campus. The Dean, in collaboration with the Associate Dean of the Tracy Center, is responsible for the development, implementation, and assessment of regional on-site courses and program offerings in Tracy, Manteca/Lathrop, Lodi/Galt, and the foothills as well as for alternative modes of course delivery such as internet-based courses.
