Puente Club Constitution 2004-2005

Article I.
Organizational Title
Organizational title, name, or reference thereto shall be known as The PUENTE Club.

Article II.
Objectives
Section 1. The purpose of The PUENTE Club is to be a support group for academic success. The PUENTE Club will also help build leadership skills, and create a purpose of drawing the community closer to San Joaquin Delta College, as well as other educational institutions, while promoting
student unity and responsibility.
Section 2. This organization shall cooperate, support and offer assistance to any community based organization in/ with matters, which involve with education and community relations.

Article III
Membership
Section 1. Membership is defined as: Any student enrolled in San Joaquin Delta College that is tacking six or more units. In addition, students who paid membership dues and who have read and agreed to uphold the purpose of The PUENTE Club as defined in Article II.
Section 2. Active member is defined as: One who attends and participates on a regular basis, has paid membership dues, and has gained points based on the point system that is conducted by the Vice President of The PUENTE Club.

Article IV
Officers
Section 1. This organization shall be headed by the Mesa, which consist of the following 9 Officers: 1.) President 2.) Vice President 3.) Secretary 4.) Treasurer 5.) Historian 6.) ICC Representative 7.) Publicist 8.) Sergeant of Arms 9.) Volunteer Representative.
Section 2. All officers will be filled by an election. The election of new officers when necessary will be conducted by the current President of The PUENTE Club, and club Advisor will preside.
Section 3. The term of each office will be for one school year (two
semesters).
Section 4. To be elected for office it is necessary to have a G.P.A. of 2.0 or better.

Section 5.  Presidential candidates that have past experience in any other college club as member in office win the election by default if their opponent lacks relative experience.


Article V
Meetings
Section 1. The officers of The PUENTE Club will meet weekly prior to regular club meetings during the semester.
Section 2. The members and the officers of The PUENTE Club will meet weekly during the semester.
Section 3. Special meetings will be called by the President and three chairpersons, or by three-fourths of the members.
Section 4. All meetings will be conducted in accordance with Robert’s Rule of order.

Article VI
Elections
Section 1. All officers will be elected by a simple majority of the vote.
Section 2. Recall/ One- third of the members may propose a recall election.  Voting shall be by secret ballot, a three- fourth vote passage will constitute a recall.

Section 3.  Members are eligible to vote on officer elections only if they have paid their membership fees at least one week prior to elections.

Article VII
Quorum
Section 1. A quorum( a minimum number of people that must be present for a valid meeting) shall consist of the majority of the paid members present including at least two officers.
Section 2. If Article VII, Section 1 is not acquired, then the meeting for that day shall be canceled.

Article VIII
Advisor
Section 1. The advisor(s) of The PUENTE Club shall be a faculty member(s) of San Joaquin Delta College.

Article VIX
Volunteering
Section 1. If any volunteer activity is proposed, The PUENTE Club Volunteer Representative must be notified first.
Section 2. Such activity must be discussed to The PUENTE Club President.
Section 3. If approved at an officers meeting, and the activity is decided to be carried out, then The PUENTE Club members must be notified one week in advance, this will provide an equal opportunity for participation.


Article X
Amendments/ Standing Rules
Section 1. The Constitution may be amended at any regular meeting of the organization by a two- thirds vote of membership, provided that the amendments have been presented in writing at the board meeting, prior to the regular weekly meeting of the members and officers.
Section 2. The minutes will be handed out on the days that the members and officers meet, before a meeting begins the minutes shall be approved and confirmed by The PUENTE Club members and officers.
Section 3. The bi-laws may be amended by a simple majority vote of the members and officers.

BI- LAWS

Article I
Dues
Section 1. The dues of the organization shall be in the form of a donation of five dollars per year, this donation shall be given to the Treasurer of The Puente Club.

Article II
Duties of the Officers
Section 1. President: The primary duty which the president shall undertake will be to represent PUENTE in all community, student, and school administration matters. The following responsibilities shall be carried out in good faith by the president as elected.

a) Shall bring to order, and adjourn all meetings.
b) Shall inform committee of absence, in order to have the Vice President conduct the meeting.
c) Shall be replaced upon three consecutive unexcused absences from officers meetings and regular meetings combined.
d) May solely recommend appointment or replacement of any member or member organization, upon approval by two-thirds majority vote of members and officers combined.
e) The president is also to inform the members and the officers by providing a written agenda for every meeting.
Section 2. Vice- President: The primary duty of the Vice President, is to keep track of The Puente Club members point system, he or she is also to substitute for the President when the President may be unable to carry out his/ her duties. The Vice- President will deal with all educational and cultural activities, which will be in the interest of the club.
Section 3. Secretary: Shall keep the records of the club, and record the minutes and place them on file. He/ she will also present previous minutes for the members and officers to approve, before they go on file. The secretary is to make phone calls when necessary, and he/ she will take
roll at all meetings.
Section 4. Treasurer: Treasurer will be responsible for maintaining a written accounting records for The PUENTE Club. He/ she will need to have a written report of the found at the request of the President. This will include all incoming and outgoing founds. Will be an authorized signer on The PUENTE Club account.
Section 5. Historian: The Historian is to take pictures, and brief summaries or records of each event that The PUENTE Club is involved in.
Section 6. ICC Representative: The ICC Representative, is responsible for establishing and maintaining communication with all other clubs on campus.  He/ she shall concern themselves with promoting all The PUENTE Club functions, and shall act as a liaison between The PUENTE Club and the SJDC ASB. Will attend ICC meetings at a regular basis and report back to the club.
Section 7. Publicist: The Publicist is to make banners, posters, signs, flyers, and or use what is necessary to make The PUENTE Club events noticed and more successful.
Section 8. Sergeant of Arms: He/ she needs to be present at member and officers meetings to assure that the meetings are conducted in accordance with Robert Rule of Order.
Section 9. Volunteer representative: The Volunteers representative, is to make sure that any such volunteer event is well planed and organized. His/her duty is to also take into consideration the proposal of a place or event in which The PUENTE Club can perform volunteer work.

Article III
Committees
Section 1. Any other committees can be formed in order to be more organized and to help carry out a certain event.


Article IV
Ratification
Section 1. Ratification ( confirming; an agreement) of the constitution will take place immediately on a simple majority vote by the members and officers.

Article V
Members and officers must not speak in the name of The PUENTE Club, unless approved by Mesa, and notification of membership first.
