Baxter, Ken

Ken has worked in government at the federal, state, and local level for over 34 years. His government experience includes a one year assignment in Washington, D.C. where he worked for the federal government on national projects with several states. He has served in various executive management assignments for the State of California and has extensive experience in working with various federal and California State departments, city and county government, elected officials, stakeholder and interest groups, and the public. Ken participated in executive rotational assignments with the California State Senate Transportation and Housing Committee and the Sacramento Area Council of Governments. He has also served as a board member for a private school for seven years and has taught political science/American government, public administration, business, and community planning as a college adjunct instructor for over 13 years.

Ken received his Masters in Public Administration from Stanislaus State University. He also has a Management Certificate from the University of California, Davis; two Leadership Development Certificates from Sacramento State University; and has completed numerous state and federal government courses and training in various areas. He also authored two books concerning eminent domain and livable community alternatives, and California state and local government.

Prior to attaining a full-time position at San Joaquin Delta College, Cirian was a political science adjunct instructor at American River and Folsom Lake Colleges.  He was a faculty intern for the Los Rios Faculty Diversity Internship Program. Active in politics, Cirian interned for Congressman Tom Lantos and served as a staffer for the California Asian Pacific Islander Legislative Caucus in the State Capitol. He worked on political campaigns including Steve Westly for Governor and Obama for America.  He served on the Sacramento County Democratic Central Committee and was elected as a state delegate to the California Democratic State Conventions in 2009 and 2010.  Active in national politics, Cirian was elected twice as a delegate for the Democratic National Convention in support of Barack Obama in 2008 and in 2012.  Locally, he served as a deputy foreman for a federal criminal grand jury for the U.S. Eastern District Court and served as a citizen member of the EEOAC for Sacramento County.  He is a member of the UC Davis Alumni Chorus along with his wife.  He received BA Degrees in history and political science, graduating with honors from UC Davis.  He is a member of Phi Beta Kappa and earned his Master’s Degree in Public Administration from the University of Southern California and specialized in the areas of political management, the presidency, counterterrorism and homeland security.  He is currently pursuing his Ed. D from the University of Wyoming specializing in the area of Adult Post-Secondary Education.

Mike Wadle
Adjunct Associate Professor

Michael Wadle’ has taught Political Science 1 courses at San Joaquin Delta College since 1991. In 2003-2004 he created the first Political Science 1 Online courses at Delta.  He has served as the Adjunct Faculty representative on the Academic Senate and was also recognized as Adjunct Faculty of the month.

 

Professor Wadle’ has taught at CSU Sacramento since 1998, specializing the upper-division and graduate seminars on the Legislative Process and California State and Local Government. From 2000 to 2012, he was the Academic Advisor to the Jesse Unruh Assembly Fellowship Program. As reported in Forbes magazine, this Program has been ranked as one of the top 10 Fellowship Programs in the United States. Professor Wadle’ was recently honored by the Speaker of the California State Assembly for his mentorship to Assembly members and staff in the state Capitol.

 

Professor Wadle’ became Director of the Sacramento Semester Program at CSU Sacramento in 2004. This Program accepts upper division students from the CSU system across California to participate in an immersion internship program at the state Capitol.

 

Prior to his academic career, Wadle worked in the California Legislature for 10 years as the Chief of Staff of the Senate Business and Profession Committee.  He has also held elected office as a past member and President of the Calaveras County Board of Education. He holds a Bachelor’s in Government and Journalism and a Masters Degree in International Affairs.
