Disabled Student Programs and Services (DSPS) was developed to provide and coordinate counseling assis-tance, support services and academic accommodations to students with disabilities who are eligible for services. Eligibility for program services is determined in accordance with federal and state laws and regulations. Students who wish to receive services through DSPS must make a formal request through this office.

Title 5 of the California Code of Regulations defines a "student with a disability" as a person enrolled at a community college who has a verified impairment which limits one or more major life activities, as defined in 28 C.F.R. 35.104, and which imposes an educational limitation.
Section 504 of the Rehabilitation Act of 1973 and the A.D.A. define "disability", with respect to an individual, as:
·A physical or mental impairment that substantially limits one or more major life activities: (Major life activities include, but are not limited to, walking, seeing, hearing, speaking, breathing, learning, working, caring for oneself and performing manual tasks); or
·A record of such an impairment; or
·Being regarded as having such an impairment.
A "qualified person with a disability" is one who meets the requisite academic and technical standards necessary for admission or participation in the educational program or activity.
An educational limitation as defined in Title 5 of the California Education Code is: A disability related functional limitation in the educational setting. This occurs when the limitation prevents the student from fully benefitting from classes, activities, or services offered by the college to nondisabled students, without specific additional support services or instruction.
The types of disabilities covered under the law may include but are not limited to the following:
